Phil Newsum is the executive director of the Association of Diving Contractors International (ADCI). He was appointed executive director in 2006. ADCI is a non-profit association devoted to promoting the highest industry standards for commercial diving and diving instruction. ADCI includes among its members over six hundred diving companies devoted to the highest level of safety when it comes to underwater operations. As executive director, Newsum helps coordinate with state and federal agencies when it comes to the creation of commercial diving regulations. His job is a highly important one. Newsum, however, was more than prepared for his current position by his extensive background. Newsum graduated in 1988 from Eastern Washington University in Cheney, Washington. He received a bachelor's degree in secondary education, as well as a second bachelor's degree in English. He then entered Claremont Graduate University and obtained a master's degree in educational leadership and administration. His educational achievements are all the more notable given the fact that between 1981 and 1984, he was an active-duty member of the United States Marine Corps. It was after leaving the Marine Corps that Newsum made the ambitious choice to further his education. Newsum joined the ACDI in 2005. He was quickly given the position of Director of Program Services in light of his background and exceptional abilities. He was a successful director for more than six months before being appointed executive director. Since that time, he has been instrumental in establishing a relationship between the ACDI and the United States Coast Guard. Additionally, under his leadership ACDI has been pursuing a stronger relationship with the United States Department of Labor. To that end, under Newsum's tenure there has been an expansion in the number of working groups devoted to improving safety in and around ACDI. More recently, Phil Newsum was widely quoted after a tragic bridge collapse in Minnesota when FBI and US Navy divers were sent into recover wreckage and human remains. Diving into the Mississippi River is an exceptional task under any conditions. In the context of recovering bodies and debris to aid in investigation, it was painstaking and incredible. Newsum was interviewed because of his extensive experience with difficult dives. Predictably, this increased the exposure of Newsum and ACDI, shining a light on their efforts and achievements. A difficult and heroic dive like the one in Minnesota only underscored the importance of Newsum's commitment to the highest standards in diving.
