A delegation led by Deputy Mayor Teng Jiacai of Changchun Cityvisited Beijing from May 28 to June 1, 2012. The delegation attended the 1st China International Fair for Tradein Services (CIFTIS) in an effort to demonstrate the city sachievements in service outsourcing and seek new developmentopportunities. The CIFTIS is an international comprehensive event at nationallevel approved by the State Council and co-sponsored by theMinistry of Commerce and Beijing Municipal People s Government. Itis now the only platform in the world that covers the WTO s 12categories for trade in services. Changchun s pavilion attracted many investors in which 19software, service outsourcing, cultural and creative enterprisesdemonstrated to visitors the city s industrial foundation,industrial advantages, incentive policies and developmentachievements through playing videos, handing out publicitybrochures and disks. The agreements signed by the delegation of Changchun during theevent included Calling Center Demonstration Base &Entrepreneurship and Employment Training Demonstration Base forCollege Students , Europe-America Financial Service OutsourcingBackstage Office and Venture Capital Cooperation Agreement .These projects are expected to provide human resources and dataplatform support for the city to create new modes of resourceintegrations, capital operations and industrial innovations. During the visit, Teng Jiacai met with Vice CEO Wang Xiaoyan ofGENPACT China, CEO Zhao Haitao of Founder BPO Department as well asother senior executives of the enterprises that have openedbusinesses or intend to invest in Changchun City. At opening ceremony of CIFTIS, the Ministry of Commerce presentedthe tablet National E-commerce Demonstration Base to ChangchunJingyue Development Zone, making Changchun the first in JilinProvince and one of the first National E-commerce DemonstrationBases in China. In December 2011, 21 cities including Changchun were approved asnational e-commerce demonstration cities by the national eightministries and commissions including the National Development andReform Commission (NDRC) and the Ministry of Commerce. In order tobring into full play e-commerce clusters advantages, to supporturban and regional modern market system construction, and tostrengthen and enlarge e-commerce enterprises, the Ministry ofCommerce listed 34 places including Changchun Jingyue DevelopmentZone as the first national e-commerce demonstration bases to whichpreferential policies, financial supports and other tailor-madeincentives will be given.
