The SAD- BJP government during its four-year tenure has undertaken several administrative and technological reforms for the common man that has not only minimised the role of the bureaucracy but also removed impediments in providing better and faster services. Abolition Of Affidavits The state government has decided to abolish the practice of seeking affidavits from citizens for availing services from the government Instructions have been issued to all heads of department and deputy commissioners to ensure discontinuation of the practice. The eliminated affidavits have been replaced with self-declaration applications. Right To Service's Bill The state government is proposing to enact the Right to Services Act to provide for the delivery of services to the people of the state within the stipulated time limit. The list of services to be covered under the proposed Right to Services Bill has been identified. This includes issuing land demarcation documents, revenue records, birth/death certificate, vehicle registration certificate etc. Department Of General Administration The state government has decided to make the functioning of its main and mini secretariat online. The Integrated Workflow and Document Management System, IWDMS, is a multilingual solution for automating functions at all levels of the administrative hierarchy of any government department/office. IWDMS provides document management, workflow management, collaborative environment and knowledge management in an integrated fashion and delivers an electronic workplace. The first phase of the project is likely to be implemented by June this year and fully operational by January 2012. Department Of Finance With the implementation of the Integrated Financial Management System (IFMS), the state government has decided to automate its treasuries, finance and planning departments. The IFMS is an integrated solution that provides consolidated and consistent information about the state government's expenditures and receipts across the state. IFMS integrates the major functions carried out by the finance department, directorate of accounts and treasury, directorate of pension and provident fund, treasury and sub treasury offices spread across the state. The first phase of the project will be implemented by June and be fully operational by December. Department Of Rural Development And Panchayats The government has decided to set up e-gram centres to connect all panchayat circles (3,037 to be precise) with panchayat samiti, zila parishad and state headquarters, thereby enabling the panchayats to carry out their functions efficiently and allow close monitoring by the district and state functionaries. The proposed system will allow all functions of panchayats such as utilisation of grants, disbursement of pensions, birth and death records, other social sector schemes to be computerised for better delivery of services to the rural population. The project is going to rolled out by the department of rural development in six months by June-end. Department Of Industries And Commerce The government has decided to introduce e-tendering in all departments to bring transparency and efficiency in the procurement processes. e-tendering has already been made operational in the following departments in the first phase: departments of local government, industries and commerce (CoS), housing and urban development, health, Punjab Police Housing Corporation, irrigation, Punjab State Agricultural Marketing Board and Punjab Infrastructure Development Board.
