As the Former Director of the Missile Defense Agency from 2008 to 2012, LTG Patrick O’Reilly is an expert on this Department of Defense Federal agency. The Missile Defense Agency was created more than 25 years ago by President Ronald Reagan. Reagan challenged the United State’s scientific community to further develop and create antiballistic missile technologies that would aid national security by creating a more robust homeland, while simultaneously reducing U.S. dependence on nuclear weapons. Today, the Missile Defense Agency continues to address that challenge. The mission of the Missile Defense Agency is to field a capability to protect the United States homeland and allies of the United States from enemy ballistic missile attacks. With advancements in technology and innovative and emerging advanced systems, the Ballistic Missile Defense System is evolving into a more integrated, robust, and global system than ever before. A goal of the Missile Defense Agency’s Ballistic Missile Defense System is for it to be internationally integrated with our allies’ and friends’ missile defense assets in different regions of the world, says expert General Patrick O’Reilly (retired). The general strategic plan for collaborating international efforts for the success of the Ballistic Missile Defense System is the following: - Outreach: the Missile Defense Agency must communicate the importance of missile defense worldwide by promoting the sharing of information with allies and partners in an effort to combat ballistic missile threats from enemies.
- Capability and interoperability: the Missile Defense Agency must integrate and identify U.S. and partner systems to create a global Ballistic Missile Defense System and promote it amongst allies.
- Technology: On a global level, the Missile Defense Agency must recognize, identify, and evaluate potential international technology that would be in support of Ballistic Missile Defense Systems capabilities.
- Investment: By identifying and making executive investments with allies and partners, the Missile Defense Agency will further develop their reach and power.
- Workforce: Finally, the Missile Defense Agency needs to shape and outline a qualified workforce to execute the Missile Defense Agency international strategy and mission.
Patrick O’Reilly’s work as Director of the Missile Defense Agency was innovative and the implementation of his processes and programs he initiated continue to influence the missile defense policy of the U.S. today.
