RENO (MINEWEB) - The Chinese Ministry of Commerce Thursday announced an update tothe 2012 rare-earth export quotas, which increased allocations byan additional 10,680 tonnes for a total of 21,226 tonnes this year. The government had previously insisted its total rare earths exportquotas would remain about the same this year as last year at 30,184tonnes. However, the U.S., the European Union and Japan in Marchfiled a complaint at the World Trade Organization over China's rareearths quotas. Now, China plans to announce additional annual rare earths quotasthis summer. Of the additional quotas announced Thursday, 9,490 tonnes are lightrare earths, while 1,190 tonnes are medium and heavy rare earths,according to the MOC statement. The extra quotas will be provided to 12 companies, which havereceived environmental verification by China's Department ofEnvironmental Protection, the ministry said. Those companiesinclude the Baogang Group, China's largest light rare earthsproducer, and the Aluminum Corporation of China (Chalco). The MOC stressed that companies who have yet to pass theenvironmental examination will not get rare earths export rights ifthey fail to meet the second round of environmental examinationsbefore the end of July. Thus far, China has imposed productioncaps, stricter environmental standards, and export quotas. Meanwhile, the Commerce Department also announced the consolidationof the quota allocations for three smelting companies-ChangshuShengchang Rare Earth Smelting, Funing Rare Earth Industry andJiangsu Zhuo Group Nano Rare Earth-into a single allocation fortheir parent company Chalco Rare Earth (Jiangsu), a subsidiary ofthe Aluminum Corporation of China. On Tuesday, the chief secretary of the Resource Department ofChina's Ministry of Industry and Information Technology said thecentral government has a plan to consolidate its many rare earthmanufacturers into one large company that represents the entiresector. In an interview with China Radio International (CRI), Chen Yanhaisaid the government intends to carry out the merger and upgrade ofits rare earths sector within two years. "The government willestablish a platform for companies with good reputations in theindustry to make the first step," said Yanhai. "Local competitorscan later merge into larger enterprises."
