Get all the armor and head over to Goblin Village and give them to one of the Generals. And tell them you have an orange armor. Then they will try the orange armor on and it is suitable for their skin tone and you will be suggested to give the blue armor. When you try it on, they will ask you try the brown armor for Grubfoot, and you will find they all agree it is the right color to wear. Now you complete the Goblin Diplomacy quest.
