Water supply challenges could be coming for the city of Santa Fe.At the very least, current drought conditions and predictions forthe rest of the summer might mean groundwater wells that have beenresting for several years will again see action. The amount of water stored right now in the city's Santa FeCanyon reservoirs is 52 percent of capacity, about 20 percent belownormal for this time of year, and native runoff into the Rio Grandesystem is also very low, according to Rick Carpenter, SantaFe's water resources and conservation manager. Weather modelspredict weak precipitation for the rest of the year, with abovenormal temperatures. That means that if the joint city/county Buckman Direct Diversionwater supply project on the Rio Grande has to go offline because ofhigh sediment loads, low river levels or any other reason thissummer, Carpenter wrote in a memo to councilors, the city willlikely have to resume pumping its groundwater wells to meet demand. Those wells, once a mainstay of the city's water-deliverysystem, have been relatively unused in recent years except forwater-quality testing and pump maintenance.
But if water levels inthe Rio Grande decline significantly, or if another wildfire likelast year's Las Conchas Fire causes ash to clog the river andresults in the long-term closure of the diversion structure,Carpenter said the city will need to rely on groundwater during thenext few months. "We always want people to be aware in Santa Fe of the need toand the benefit of conserving, but this year we are in the secondyear of some really tough conditions," Carpenter said in aninterview Tuesday morning. "So we may find, especially if wedon't have a good monsoon, that we are going to have somechallenging conditions, and so people should be aware that thepossibility is real." Santa Fe's water conservation efforts have gained it nationalrecognition for low per-capita water use, dropping that figure from168 gallons per day in 1995 to 104 gallons per day in 2010. Lastyear, however, the per-capita figure inched higher among city waterusers, increasing to 105 gallons a day. Good news for the supply picture, Carpenter said, is that new Juneweather models provided more optimistic predictions forprecipitation than May models.
Rain and runoff captured in thereservoirs and funneled through the Canyon Road Water TreatmentPlant can reduce the need for backup from pumping groundwater. In other water matters, members of the city's PublicUtilities Committee on Tuesday night recommended approval of anagreement with San Miguel County and the city of Las Vegas, N.M.,to sell emergency water in case of a shortage there. The waterwould be delivered by tanker trucks available to emergency managersin Las Vegas and would be limited to 40,000 gallons per month. Although members of the committee unanimously voted to move theagreement to the city Finance Committee, they asked for additionalinformation about the deal.
Councilor Carmichael Dominguez said hewants to make sure Las Vegas has made community decisions aboutwater conservation like Santa Fe has. Las Vegas gets 90 percent of its water from the Gallinas River, andSanta Fe Utilities Director Brian Snyder said last year that LasVegas reported its reservoir had nearly run dry. TheGovernor's Office said in May that the state Water TrustBoard has provided $600,000 to Las Vegas for engineering workrelated to repairs on a dam the community depends on for its watersupply.
